Novel experiment to manage Chile’s economy


Before ’73 Coup, Chile Tried to Find the Right Software for Socialism

SANTIAGO, Chile — When military forces loyal to Gen. Augusto Pinochet staged a coup here in September 1973, they made a surprising discovery. Salvador Allende’s Socialist government had quietly embarked on a novel experiment to manage Chile’s economy using a clunky mainframe computer and a network of telex machines.

The project, called Cybersyn, was the brainchild of A. Stafford Beer, a visionary Briton who employed his “cybernetic” concepts to help Mr. Allende find an alternative to the planned economies of Cuba and the Soviet Union. After the coup it became the subject of intense military scrutiny.

In developing Cybersyn, Mr. Beer changed the lives of the bright young Chileans he worked with here. Some 35 years later, this little-known feature of Mr. Allende’s abortive Socialist transformation was remembered in an exhibit in a museum beneath La Moneda, the presidential palace.

A Star Trek-like chair with controls in the armrests was a replica of those in a prototype operations room. Mr. Beer planned for the room to receive computer reports based on data flowing from telex machines connected to factories up and down this 2,700-mile-long country. Managers were to sit in seven of the contoured chairs and make critical decisions about the reports displayed on projection screens.

While the operations room never became fully operational, Cybersyn gained stature within the Allende government for helping to outmaneuver striking workers in October 1972. That helped planners realize — as the pioneers of the modern-day Internet did — that the communications network was more important than computing power, which Chile did not have much of, anyway. A single I.B.M. 360/50 mainframe, which had less storage capacity than most flash drives today, processed the factories’ data, with a Burroughs 3500 later filling in.

Cybersyn was born in July 1971 when Fernando Flores, then a 28-year-old government technocrat, sent a letter to Mr. Beer seeking his help in organizing Mr. Allende’s economy by applying cybernetic concepts. Mr. Beer was excited by the prospect of being able to test his ideas.

He wanted to use the telex communications system — a network of teletypewriters — to gather data from factories on variables like daily output, energy use and labor “in real time,” and then use a computer to filter out the important pieces of economic information the government needed to make decisions.

Mr. Beer set up teams of computer programmers in England and Chile, and began making regular trips to Santiago to direct the project. He was paid $500 a day while working in Chile, a sizable sum here at the time, said Raúl Espejo, who was Cybersyn’s operations director.

The Englishman became a mentor to the Chilean team, many of them in their 20s. On one visit he tried to inspire them by sharing Richard Bach’s “Jonathan Livingston Seagull,” the story of a seagull who follows his dream to master the art of flying against the wishes of the flock.

An imposing man with a long gray-flecked beard, Mr. Beer was a college dropout who challenged the young Chileans with tough questions. He shared his love for writing poetry and painting, and brought books and classical music from Europe. He smoked cigars and drank whiskey and wine constantly, “but was never losing his head,” Mr. Espejo said.

Most of the Cybersyn team scrupulously avoided talking about politics, and some even had far-right-wing views, said Isaquino Benadof, who led the team of Chilean engineers designing the Cybersyn software.

One early challenge was how to build the communications network. Short of money, the team found 500 unused telex machines in a warehouse of the national telecommunications company.

Cybersyn’s turning point came in October 1972, when a strike by truckers and retailers nearly paralyzed the economy. The interconnected telex machines, exchanging 2,000 messages a day, were a potent instrument, enabling the government to identify and organize alternative transportation resources that kept the economy moving.

The strike dragged on for nearly a month. While it weakened Mr. Allende’s Popular Unity party, the government survived, and Cybersyn was praised for playing a major role. “From that point on the communications center became part of whatever was happening,” Mr. Espejo said.

“Chile run by computer,” blared The British Observer on Jan. 7, 1973, as word of the experiment began leaking out.

But as the country’s political and security situation worsened, Mr. Beer and his Chilean team realized that time was running out.

Mr. Allende remained committed to Cybersyn to the end. On Sept. 8, 1973, he gave orders to move the operations room to the presidential palace. But three days later the military took over; Mr. Allende died that afternoon.

Military officials soon confronted Cybersyn’s leaders, seeking to understand their political motivations. Mr. Benadof said he was interrogated at least three times. Mr. Espejo, after being questioned, was warned to leave the country; two months after the coup he fled to England.

The military never could grasp Cybersyn, and finally dismantled the operations room. Several other Cybersyn team members went into exile. Mr. Flores, who was both economy and finance minister in the Allende government, spent three years in military concentration camps. After his release, he moved with his family to California to study at Stanford University and the University of California, Berkeley, where he earned a Ph.D. in philosophy.

He later was one of the inventors of the Coordinator, a program that tracked spoken commitments between workers within a company, one of the first forays into “work flow” software. He became a millionaire and returned to Chile, where today he is a senator representing the Tarapacá Region.

Mr. Beer, who died in 2002, helped some team members secure college teaching positions in England. That included Mr. Espejo, who dedicated himself to advancing cybernetics.

“The Chilean project completely transformed Stafford’s life, and he obviously had a huge impact on all of us,” Mr. Espejo said. “Clearly, his work was not recognized during his lifetime. But what he has written will remain for a long time.”

House music is a style of electronic music that originated in Chicago and New York in the early 1980s. New York too has played an integral part in the development of house music, which is considered a direct descendant of disco music. There is some debate surrounding how 'house' music first received its name. In the early 1980s underground warehouse parties become popular in Chicago, and one of these venues was known as 'The Warehouse'. The music played at 'The Warehouse', especially that of resident DJ Frankie Knuckles, was referred to by patrons as 'house' music. Larry Heard, aka 'Mr Fingers' claims that the term 'house' referred to the fact that many DJs created the music in their own homes using simple electronic equipment, drum machines and synthesizers. Chip E. was the first person to describe house music on a record with his track 'It's House', but he claims that the term originated from the way that records were labeled at the Imports Etc. record store where he worked in the early 1980s.

Cada torpeza por falta de gerencia les robó aliento a esas criaturas, cada médico venezolano mal pagado que tuvo que irse empujado por médicos cubanos es culpa de la revolución y sus revolucionarios. La muerte de esos bebés tiene un asesino y su nombre es la Revolución Chavista.

Lastimosamente es cierto, pero también es cierto que en este power point hay muchas verdades a medias, por ejemplo, mi abuela a sus 85 años no anda en la calle ni el resto de las abuelas de mi amigas y amigos andan en esa situación en que ponen a la vejez en Cuba. De hecho hay una atención especial a la 3era edad, tanto en el círculo de abuelos donde hacen ejercicios y hacen paseos donde les dan refrigerios, etc; que tienen sus problemas, si es cierto, pero repito no todo lo que aparece acá son hechos totalmente reales.

De paso no comparan lo bueno de un país con lo bueno del otro país, sino que comparan lo bueno de un país con lo malo de Cuba. Deberían poner junto a la foto de la indigencia en Cuba, la foto de la indigencia en Estados Unidos (por solo mencionar un país). Vamos a hablar con más verdades completas.

En Cuba (que conozco bien en toda la extensión de la palabra) hay de cuantas cosas malas puedas imaginar, posiblemente en mayor escala que en otros países pero tampoco le tiren a "matar", por Dios, ¿cómo se les ocurre poner a una niñita catirita (rubiecita) en Viena en una plaza y a otros niñitos morenitos jugando en un charco de agua por un hueco en medio de la calle? O sea, mi intención no es tapar el hecho de que Viena es una belleza por lo que ahí se observa y en Cuba esa calle y tantas otras tienen huecos y se llenan de agua simulando una piscina donde estaban esos niñitos en Cuba. Mi intención es hacer ver la mala intención (valga la redundancia) de quienes hacen estas presentaciones, al hacer comparaciones tan burdas de una realidad que muchos no conocen o recuerdan vagamente.

Por otra parte, es cierto que Cuba está bastante deteriorada, "desgastada" en buena parte de las fachadas, pero me pregunto, ¿por qué no ponen fotos de otras partes de la ciudad capital, por ejemplo, Miramar? Siempre muestran la misma destrucción y ruinas de La Habana Vieja. Existe, es muy cierto, pero hay otras partes bonitas y cuidadas. Supongo que es una gran ironía la comparación de un barco (medio de viajar) en Copenhaugue y unos balseros saliendo de Cuba y con el cartelito de Medios de Viajar o similar título para esas diapositivas.

En fin, al Cesar lo que es del Cesar. Ocurre, es cierto. Todas estas fotografías son reales, no son trucadas ni cosa que se le parezca pero no quieran contar solo la parte más espantosa y de paso contarla a media. Deberían comparar a esa catirita de Viena en una bella plaza con una primita mía catirita que vive en Cuba degustando un sabroso helado en Coppelia en el Vedado, bien vestida y con una sonrisa de felicidad en el rostro. Otra vez aclaro, no me ciega la pasión, se que en Cuba ocurren muchísimas cosas malas y quizás me quedo corta, pero me gustaría que compararan lo similar de Cuba con los similar de otros países para ver bien las diferencias, no que pongan cerca la foto de un burro en Cuba y al lado un Mercedes Benz último modelo en cualquier otro país. Por favor, no hay comparación: El burro necesita menos mantenimiento..........ja, ja, ja!!!!

    BOGOTA (AFP) - El Ejército colombiano carece de información sobre el actual estado de salud de la política colombo francesa Ingrid Betancourt, rehén de la guerrilla de las FARC desde 2002, ante rumores sobre la inminencia de su muerte, señaló su comandante, general Mario Montoya.

    "Todos son dimes y diretes. La verdad es que no tenemos nada concreto (sobre su estado de salud)", aseguró el oficial a la privada radio Caracol que lo interrogó sobre versiones de prensa según las cuales Betancourt se encuentra al borde de la muerte y su liberación sería inminente.

    Un informe publicado este martes por el periódico El Colombiano de la ciudad de Medellín asegura que organismos de inteligencia del Estado recogieron informaciones de campesinos del selvático departamento de Guaviare (sur) según las cuales vieron a Betancourt gravemente enferma y al borde de la muerte.

    "Esto, según se ha especulado, llevaría a ese grupo guerrillero a entregarla en un corto plazo. De la misma manera, se ha rumorado que la posible liberación se daría en una zona cercana al municipio de El Retorno (donde las FARC liberaron recientemente a seis rehenes)", añadió el diario.

    Montoya, que dijo desconocer el origen de esa información, recordó que las fuerzas militares redoblaron su presencia en esa región. "Tenemos una presencia muy especial en la zona. Desde el 21 de diciembre pasado activamos una brigada en San José, capital del Guaviare, con tres batallones", concluyó.

    Las Fuerzas Armadas Revolucionarias de Colombia (FARC, marxista) proponen el intercambio de unos 40 rehenes llamados "políticos", entre estos Betancourt -secuestrada el 23 de febrero de 2002-, contra varios centenares de guerrilleros en manos de las autoridades colombianas.

    El recién liberado ex congresista Luis Eladio Pérez aseguró que vio recientemente a Betancourt y dijo que ésta se halla "muy mal" y "sin ánimo para continuar", tras seis años de cautiverio.

    La Economía de USA entra en recesión!!

Si a lo anterior se le suma una contracción económica en USA, incluso en los países europeos, entonces el efecto de los altos precios del petróleo es uno de los responsables del asunto.
